Yes, Rublon for Windows Logon and RDP works with any virtualization software.
Examples of virtualization software are Hyper-V Server 2019 and VMware Remote Console/ESXi. But it doesn't matter which virtualization you use. Just make sure you set RublonRdpOnly to 0 because virtualization software simulates local logins.
