The Authorized Networks policy, which bypasses MFA for defined IP addresses, requires public IPs.
Using private IP addresses in the Authorized Networks policy is also supported, but can lead to issues because private IP ranges are not unique and can overlap across different networks. This can lead to unintended bypasses of MFA for users from different networks who share the same private IP addresses.
