Will users have to reenroll their authenticator(s) when I migrate to a new version of Windows Server?

No, users will not have to reenroll any authenticators when you perform an upgrade of Windows Server and migrate services like Remote Desktop Services.

Rublon identifies users by usernames, so if your users' usernames do not change during the migration, then the migration will not affect Rublon MFA on users' ends.

You can define username aliases for every user, which will help keep user authenticators intact if a user's username changes during the process.
