If all of the following is true, then the user has access to the Manage Authenticators view.
The user has at least one Rublon-integrated service that supports the Rublon Prompt (See: Which Services Support the Rublon Prompt?)
The Default Authentication Method policy is not enabled for that service. (See: How can I enable / disable Auto Push?)
The Manage Authenticators view is enabled for that Rublon-integrated service (See: How to enable / disable Manage Authenticators for a specific application?)
If at least one of the preceding is not true, the user will not have access to the Manage Authenticators view. This means that if the user wants to enroll a new authenticator, they have to ask the administrator to send them an Enrollment Email. (See: How to send Enrollment Email)
